This case study focuses on a procurement protest. In this instance, the incumbent contractor was protesting after losing a follow-on contract to another company and the protest was based on (among other things) a claim of Organizational Conflict of Interest (OCI) which also resulted in a formal investigation by the Office of Inspector General (OGI). How much would all this cost Goddard (both financially and in terms of time lost and stress?
